The JobType model should include additional columns for validating job listings:

  1. nopay_allowed: Determines if it's acceptable to list a job with no pay (only volunteer/partner job types should allow this)
  2. webmail_allowed: Determines if it's acceptable to list a job with a webmail address (only partner job type should allow this)

In addition, the webmail_domains list should be more comprehensive, covering Mailinator and OPayq domains.
