Job sometimes fails to start with rpc error: Permission denied

I am not able to reproduce this issue clearly, but sometimes I'd restart my cluster, other jobs would start but certain job would fail to start with:

failed to setup alloc: pre-run hook "group_services" failed: rpc error: Permission denied 

will update on further occurrences

Hi @geekodour and thanks for raising this issue. In order to understand this a little more, could you provide some information on how you're restarting the cluster and whether the job that has this problem has characteristics that the others do not?
