This is an improvement on top of basic UX described in #1794 (comment) – due to complexity, i'm filling a separate issue, so it can be tackled at a later time / separately.

@dwarkeshsp created a very cool visualization of how the DHT locates the providers for the CID you specify:

I think ipfs-webui could do something similar when it detects the requested CID is not available locally.
