Investigate false negative 404 on berg indexstar #197

indexstar on berg returned 404 unexpectedly which resolved itself once the pod was restarted. Since that instance of indexstar has been deployed dhstore that is connected to it has been restarted a few times.

Investigate why false negative 404 was returned by indexstar.
