Problem

Python 3.7 reaches end-of-life on 2023-06-27, per the Python Developer's Guide: https://devguide.python.org/versions/

Jupyter AI is also known not to work with Python 3.7: see #172

Proposed Solution

Drop support for Python 3.7, update the documentation to reflect this, and make 3.8 the minimum version of Python.
