Issue Description:
The current empty state within the application's completed questionnaires view lacks informative messaging, leaving users unaware of why no completed questionnaires are displayed.

Problem:
The absence of informative messaging in the empty state fails to communicate to users why the completed questionnaires section is empty, leading to confusion or uncertainty.

Expected Behavior:
When users encounter an empty state in the completed questionnaires view, they should be provided with information explaining why no completed questionnaires are currently available.

Suggested Solution:
Revise the empty state messaging to include a clear and concise message informing users about the reason behind the lack of completed questionnaires. For instance, "No completed questionnaires available. To get started, please fill out and submit an application questionnaire."
