open delta transformers

Reminder to investigate whether we can cast an open delta transformer as a special case of the existing transformer model (with a custom wiring transformation matrix).

I suspect this is possible, but only if we support explicit 2x2 branches.

motivation: IEEE37 contains an open delta voltage regulator.
