[feature]: Use circuit breaker to research jamming mitigations

Opening this issue as a high level description of the feature set that would be required in circuit breaker to research local reputation and HTLC endorsement as a mitigation against channel jamming attacks.

If this looks okay, I'll open up individual issues for each phase with proposed design.

Phase 1: Forwarding Data Export

• Update circuit breaker to export forwarding data
• Timestamps as observed by the interceptor (imperfect across restarts)
• Export raw forwarding data in CSV

Phase 2: Implement Local Reputation with Reliable Timestamps

• Implement local reputation tracking for peers

Phase 3: Propagate Endorsement Signal

• Depends on: [feature]: Add Outgoing Custom TLVs to HTLC Interceptor lightningnetwork/lnd#7841
• Use local reputation to set outgoing endorsement signal
• This feeds back into the data export in phase 1 (we'll have endorsement values to set)
