Is your feature request related to a problem? Please describe.
When installing Azure Data Studio system-wide in a managed environment, I need to be able to disable update checks. For example, when packaging Azure Data Studio with MECM, and user has admin permissions, we don't want them to update Azure Data Studio from the update notification, but with MECM.

Describe the solution or feature you'd like
Azure Data Studio is installed with a set of ADMX/ADML files, which can be copied into %SYSTEMROOT%\PolicyDefinitions, so that they can be used with local group policies. When I set the UpdateMode=none as a computer policy, Azure Data Studio does not perform an update-check.

Describe alternatives you've considered
A settings.json placed in the the setup directory (ie. %ProgramFiles%\Azure Data Studio), which disables the update for normal users.
