Does this bug already exist in our backlog?

Describe the issue

Error Code: AppMetadataParserFailed

AppLogicalName admin_initialsetuppage_d45cf does not have an AppPackage

Expected Behavior

App should run. Other environments currently have no issues with running apps.

CoE Setup and Upgrade Wizard App

Steps To Reproduce

  1. Open CoE environment
  2. Open Center of Excellence - Core Components
  3. Click Apps
  4. Click Play on CoE Setup and Upgrade Wizard ...or any CoE app currently.

Anything else?

seems like something is broken in your environment.

  1. Please share a screenshot like this so we can see what solutions you have installed in this environment. Be sure to show all records (all rows) and expand the indicated columns so that we can see full names

Unfortunately this reads as a product bug, perhaps something went wrong when you did the install.
I noticed your creator kit is old. I dont think that would be the cause but its possible.
Can you please upgrade creator kit and see if that resolves? https://aka.ms/creatorkit

Did you try again after upgrading Creator Kit?

I tried running the app and got the same error but I can also try installing the core zip again

Definitely sounds like you've hit a product issue.
Please let us know what region your envt is in as well as its type.
This can be found in the product admin pages: https://admin.powerplatform.microsoft.com/

I suggest you start a product support ticket. It's unlikely I will be able to unblock you as from my research this error message indicates that the solution deployment failed somehow.

I can suggest a few more things but I'm just throwing darts so feel free to try them or just contact support.

  1. Do you have a DLP policy impacting the environment?
  2. Can you try an overwrite upgrade?

How to do an overwrite upgrade in the classic UX:
