The "report an issue" generates a link that assumes the extension is part of the microsoft org, if no bugs URL was found in the package.json. (See code.) Microsoft publishes extensions from several orgs. While the ultimate workaround is to simply specify the bugs URL, a better fallback might be append /issues to the repository URL in package.json. That property will almost certainly be specified (for published extensions).
