Place the recommended interpreter above the + Enter interpreter path in Select Interpreter quick pick

The feedback from Kai was that users are more likely to select the suggestion instead of entering a new path.
Hence the most likely option shoudl probably be on top.

We could also consider making "Select interpreter" be a + button.

Just to be clear we're on the same page, the suggestion is to flip order of the first two in the below screen shot

We're thinking of not even flipping but pushing the "Enter interpreter path" way down the list since most folks probably don't care about it (have to check telemetry to be sure).
