Explorer rich hovers in extensions view

• Improve narrow width representation
• Explore custom hovers to show additional information about the extension
• Show categories, resources and other info

Here are the improvements:

• Extensions viewlet always show necessary info like icon, install count and ratings except when the width is too small ie., < 200px. Please see how the viewlet behaves on resize. Note that version is not shown anymore.
• Activation time is shown for installed extensions instead of ratings and install count.
• Added custom hovers to extensions in extensions viewlet. Primarily for installed extensions, hover shows important information like why the extension is disabled or any additional status info. In addition it also shows the version and the description which is useful while installing.
• Extension editor now shows runtime status section, categories, resource links and other information like release or last update date.
