Provide dowloaded files

When you do iroh get or iroh get-ticket, the files you have just downloaded should be available for hosting.

If content is available to download after iroh get, there should probably be a delay for provider records (or whatever Iroh's requivalent is) in order to not repeat probe-lab/network-measurements#49 (since many nodes that fetch content often immediately leave, which leaves a bunch of useless provider records around)
