Special characters not display well when trying to rename a file to a duplicate name #1432

Steps to reproduce

1.Create a file. For example:
file " < >.txt
2.Create a another file. For example:
file a.txt
3.Try to rename the second file with the same as the first one.
4.Check the tooltip message. The special characters were not displayed correctly.
5. Also check the tooltip message when trying to create a file with a duplicate name.

Expected behaviour

Display the special characters well.

Actual behaviour

The special characters were not displayed correctly.
