[Bug]: Hide download is not respected in F2V

Bug description

When you create an internal share without the download permission, the recipient can still see the download option. Even though the download fails.

Steps to reproduce

1. Create an internal share
2. Remove the download permission
3. See the download option as the recipient.

Expected behavior

The recipient should not see the download option
