Issue

In Biblical Hebrew, vowels are represented using diacritical marks. In some cases, two vowel marks need to be assigned to a single letter (i.e. consonant). If such combinations can't be rendered, it doesn't make sense to include cantillation marks in Noto as Biblical Hebrew cannot be accurately represented.

Character data

Consider, for example, the word ירושלִַם, Jerusalem, where two vowel marks, Paṯaḥ and Ḥiriq, follow the letter Lāmeḏ.

As you can see, the diacritical marks are rendered on top of each other rather than next to each other.
