make sure ziti-controller and ziti-router are not running before running expressInstall

today i watched a user run the quickstart, have an issue, and we wanted to try again. we had started ziti-controller and ziti-router via systemd, but forgot about them.

this had two effects.

1. it confused ziti login - ziti cli was complaining (rightfully) about the pki mismatch
2. ziti-router was continually restarting, this was eating all the github anonymous api credits - which also caused issues with the quickstart

before executing the expressInstall, also check for ziti-controller running on our target port and ziti-router running
