outpace.config.generate could write as much config as it can. #23

outpace.config.generate could skip over namespaces that fail to load and write out as much config as it can (though it may just be a partial config), and then give some noticeable warning to the use that the config is not complete because of load errors.

👍 failures to load some namespaces make config generation close to unusable :(
