write blogpost about dicom viewer web extension

Tobias was requesting a short blog post about the dicom viewer extension. briefly mention who benefits from this app (use case / user story) and the features that the app offers. what concerns visuals, the screenshots that we're creating anyway for the release in the marketplace can be used.

It is desired to write it in a slightly personal manner and e.g. mention the names of the developers to show that there is a larger community of developers that are creating web extensions
