Enable WASM extensions with executor environment parameters #6918

As was shown in paritytech/substrate#13636, we need the ability to control WASM extensions enabled during the compilation phase with the execution environment parameters to enable them deterministically. Right now, enabling sign-extending operators are the most urgent concern.
