Peppol SMP Specification 1.3.0

OpenPeppol released the SMP 1.3.0 specification which is currently in its "phase in".

The only change is is changing the Signing and Digest Algorithms from SHA-1 to SHA-256 to increase security.

This change will only be implemented in the upcoming 7.1.0 version and the minor version will be increased to reflect this change.

If you are using an older version of phoss SMP (5.x or 6.x) it is highly recommended that you upgrade to the latest version 7.x that requires this baseline: JakartaEE 9, Java 11+, Apache Tomcat v10.1.x, Jetty 11.x. You need to use the new version by End of May 2024 or you will become non-compliant in the Peppol network
