Side Nav is Has Jerky Animation in Safari #864

Describe the bug
The SideNav element becomes distractingly jerky when it's animating on Safari. No stutter in Chrome.

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://primer.style/css/components/navigation#side-nav
  2. Hover over one of the unselected items

Expected behavior
No stutter.

@neildaniels Thanks for reporting. I can reproduce this too. 👍

We might can get rid of the "grey bar/stripe" when hovering since the Side Nav typically touches the left side of the browser window and the bar/stipe is hard to notice.
