Consider making the API parts of CASE setup retry unconditional #25601

Things to sort out there:

  1. Should the members that support the API bits still be conditional? Probably yes; a good bit of the reason for the conditionality is that we can save some pool space that way.
  2. Are we OK with APIs that look like they do something, but are actually no-ops. Probably yes, if we document it clearly.
