DeviceCommissioner::PairDevice uses UDP even if the peer address is TCP

Problem

Even if params.GetPeerAddress().GetTransportType() == Transport::Type::kTcp we end up doing UDP things.

Proposed Solution

Unclear so far. Need to figure out what actually happens with CASE and TCP and so forth.
