Remove fabric/commissioning-related configuration manager functionality (which is mostly broken)

Problem

The following configuration manager APIs probably don't make sense:

• IsMemberOfFabric
• IsFullyProvisioned
• GetFabricId
• StoreFabricId
• OperationalDeviceCredentialsProvisioned
• ComputeProvisioningHash
• ClearOperationalDeviceCredentials
• UseManufacturerCredentialsAsOperational

Proposed Solution

Figure out whether these APIs are actually useful/usable and remove any that are not.
