One of these should be fixed by #3765 better retry

The other one is new, TestAccExpress failing with "Cannot find type definition file for 'mime'" having a look.

#3766 should fix the other failure, it's caused by out-of-date stale dependencies (we do not lock the NPM packages in the tests historically).
