Feature description

uv is a new package manager for Python, built in Rust by astral-sh. Large improvements have been shown over standard pip, while maintaining pip functionality (uv pip install xx). This issue is to investigate adding uv to our nox configuration for a reduction in test suite runtimes.

For reference, here is the PyBaMM issue for adding uv support: pybamm-team/PyBaMM#3825
