RAPIDS Developer Deployment Documentation

The RAPIDS deployment documentation is currently focused on end-user deployments.

Many consumers of RAPIDS (and surrounding ecosystem projects) are building other tools/libraries/etc and need to deploy RAPIDS in a developer context. For example they may need a RAPIDS environment and GPU configuration locally for development, they may need GPU CI runners to test code, etc.

We may want to add a new developer section with sub-sections like:

• CI
• Developing in containers
• etc

It would be great to add a developer focused section to the deployment docs and cover some of these topics.
