Move Up works intermittently

What happened?

When I click a Box in the list and press Alt+Up, the box moves upward on the list (usually). But if I press those keys repeatedly to move the box further up the list, sometimes the Box does not move at all. Whether it moves or not, the Messages log says "Sandboxie config has been reloaded".

To Reproduce

1. Create a Box Group and add 10 boxes to it.
2. Click a Box near the bottom.
3. Press Alt+Up 5 times.
4. Notice that the Box does not move up 5 times.

Expected behavior

Every press of Alt+Up should move the Box upwards, until it reaches the top of the Box Group it is in.
