VMware Horizon Clients can not be installed

VMware Horizon Clients is a Clients Side Tool for remote connecting to the remote VMWare Virtual machines.
It is freely download from https://customerconnect.vmware.com/en/downloads/info/slug/desktop_end_user_computing/vmware_horizon_clients/horizon_8
And the current newest version is 2312 for Windows.

It can not be installed on a clean new-installed Windows.

And install it only thrown failing install error.

Where is the program located?

I tried to install it only inside a sandbox, but I wasn't able to achieve it.

I have been using the same version for some time.

Is it a regression from previous versions?

I tested v1.11.4 it is same.

In a standard isolation sandbox (yellow sandbox icon).

I can confirm it also on a new empty sandbox.
