Describe the bug

The upload of code coverage frequently fails, causing the whole backend / test_build or frontend / lint_test_build workflow to have to be rerun. Rather than upload within those workflows, we should save the coverage report as an artifact and create a stand-alone uploading action, a la codecov/codecov-action#926 (comment)

Also, retract the ineffective #2457 & #2464
