[CSI] Add support for volume clone (CLONE_VOLUME)

What happened:
Currently NBP CSI Plugin does not support volume clone feature

What you expected to happen:
NBP CSI Plugin should start supporting volume clone and once support is in place,
start reporting the OPTIONAL capability CLONE_VOLUME
