Is this a BUG REPORT or FEATURE REQUEST?:

/kind feature

What happened:
As per new opensds hotpot APIs (host management changes) , NBP module makes use of hostId instead of hostname. so cindercompatibleapi first need to check if host exists. If not create the host first.
If already exists, get the host info and extract the parameters

What you expected to happen:
cindercompatibleapi code need to be modified and tested with host api changes

How to reproduce it (as minimally and precisely as possible):
