[CSI] Update get host funtionality using filter

What happened:
Latest host api's support get host functionality using filter (hostname = xxxxxx)
Current nbp code with host api changes gets all hosts and then filters at caller end.
So at nbp side, parameter for function can be passed to optimize the flow

What you expected to happen:
Optimize get host function used to get host from hostname using filter
