Issue/Feature Description: VMware NGC plugin registration shows error for the root URL

Why this issue to fixed / feature is needed(give scenarios or use cases): To resolve Issue for NGC plugin registration

How to reproduce, in case of a bug:

Build VMware NGC package.
Register NGC Plugin to vSphere.
