I'd like jwt inspector to stay up when I switch windows

I'm going to look into and see if that's possible. Do you know any other extension that does this?

Not sure! Looks like Adblock Pro's popover also disappears if I alt tab, but Chromecast uses some sort of modal that doesn't disappear.
