snapd can't be installed from inside docker image for Ubuntu 20.04 #2

While building the image for Ubuntu 20.04 the snapcraft can't install snap
and it froze the building with the following message :

Selecting previously unselected package snapcraft.
(Reading database ... 12906 files and directories currently installed.)   
Preparing to unpack .../000-snapcraft_3.0ubuntu1_all.deb ... 
=> Installing the Snapcraft snap 
==> Checking connectivity with the snap store
===> Unable to contact the store, trying every minute for the next 30 minutes
