Ship version of CLI including all dependencies #183

Ship CLI with:

All gem dependencies.
Statically compiled Ruby.

We should implement #182 first to reduce the risk of bin stubs messing with it.

Removing bundler/rubygems reduces run time by factor ten for simple commands (like travis status).
