Added gradle.properties file with useAndroidX/jetifier enabled. This allows successful building from fresh checkout without CI or older files.
Removed CI build gradle.properties copy.
Added workflow_dispatch CI build trigger. This allows running the CI build on a (forked) development branch to test builds before creating pull request.

Fixes #1328
