staticcheck commit hook runs against wrong code

When the staticcheck commit hook is run, it will be run against code that in the go module cache, not the code that is actually in the vitess repo. And it seems to be running against a specific version of vitess in that module cache.

The error reporting always points to files in ~/pkg/mod/github.com/vitessio/vitess@v2.1.1+incompatible/ which is the code I'm currently running on.
