When adding a new record in Boundary Issues, I encountered the error "Oops, the hierarchy has not been assigned. Try again in a moment?".

Steps I took before seeing this error:

Entered address in Address field
Clicked "find it on the map"
Entered name in the Venue name field
Entered tags in the Tags field
Clicked "Add Venue"

Trying step 5 again created the record: https://whosonfirst.mapzen.com/boundaryissues/id/1158844421/#16/37.3293/-121.8859
