make RetryableError implementations automatic with a proc-macro

The majority of RetryableError implementations are trivial but create lots of boilerplate in our code. Instead, we can design a proc-macro similar to thiserror::Error to annotate enum variants which are retryable. Custom retryable implementations are still possible by not using the proc macro
