KOR compatibility broken due to hardcoded TID

Frogtool currently only works on USA/EUR/JPN (and probably TWN as well), as it hardcodes those region's TID: https://yls8.mtheall.com/ninupdates/titlelist.php?sys=ctr&tid=00048005484E4441

KOR DLP is 484E444B. It was likely not implemented prior to this due to having no userland on KOR back when universal-otherapp didn't exist; however, with the introduction of super-skaterhax and universal-otherapp in a non-working state, we now need Frogtool on KOR devices if:

• The user has a New 3DS
• The user has broken shoulder buttons or DSiWare settings, thus unable to use fredtool or unSAFE_MODE

TID is now fixed, but we observed other issues related to the final TAD's size, causing the AM to fail to import the title.
