Instead of referencing deployed charts by name, and assuming we can
construct a set of values that will fit any chart, introduce another
layer of indirection. Create a Helm Chart object which expands a set of
known template values into all the information needed for a HelmRelease,
including values. This allows multiple configurations of a single chart
to be made available for deployment.

Instead of explicitly mirroring external repos to the on-prem git
server, configure the repos to pull themselves.

We were sometimes ending up with an `undefined` flux-system manifest,
because cluster-manager had checked out the repo before git had had a
chance to act on its auto-pull instructions. Rather than messing about
just check out every time.

Fix a small bug which occurred when checking out an empty repo, and make
sure we refresh our cluster list every 10 minutes in case we miss a
ConfigDB update.
