Allow toolchain paths to be wrapped in quotes #10333

Description

Fixes ARMmbed/mbed-cli#875. This allows you to specify toolchain paths with quotes surrounding the location (ex MBED_ARM_PATH="C:\path\to\toolchain")

The existence check is also going to complicate things when multiple paths are provided.

Not sure what you mean, are you talking about multiple paths within the quotes?
