[FIX] hw_*: Modify the default user for iot in windows

currently there is an error in the configuration
of the default user for the iot windows
it is configured for "local service"
which is the French version of the local user.
Except if the pc window is not in French,
the user is not configured correctly.
We have to use the default local user name
of windows which is "LOCALSERVICE"
