Add missing specs to check category tags are still being displayed, after submiting the form with validation errors. This code should test this kind of before_actions[1] Budget::Investment can not be updated yet, so not need to add that spec [1] https://github.com/AyuntamientoMadrid/consul/blob/master/app/controllers/proposals_controller.rb#L7
