New users will start with this block explorer as the default. Existing users keep their current settings for now.
And fix a couple of flake8 warnings, and ignore FS003 flake8-use-f-string warnings which is not compatible with i18n transltions.
Some formatting quirks somehow affected a few files.

Add the new block explorer, change the default, automagically move users from their current setting to to the new default.
