Build(deps): Bump aiohttp from 3.9.5 to 3.10.0 (#245)

Bumps [aiohttp](https://github.com/aio-libs/aiohttp) from 3.9.5 to
3.10.0.

and for
non-regular files from 404 to 403 for consistency.</p>
